The trojan horse methodology could be used to dependably upgrade the system.

But, the trojan horse methodology could be used to greatly deteriorate the system.

Might a consultant WANT to deteriorate the system ? The company using the deteriorated system could be more easily carved up and its assets stripped.

Perhaps "change management" by its nature is a trojan horse methodology. ("Just knock down part of the gateway and tow in the wooden horse and you've got added value").
